3.2.14 Released

RubyGems 3.2.14 includes enhancements and bug fixes.
To update to the latest RubyGems you can run:
gem update --system

## Enhancements:
- Less wrapping of network errors. Pull request #4064 by deivid-rodriguez
## Bug fixes:
- Revert addition of support for
