3.3.23 Released

RubyGems 3.3.23 includes enhancements and bug fixes.
To update to the latest RubyGems you can run:
gem update --system

## Enhancements:
- Add better error handling for permanent redirect responses. Pull request #5931 by jenshenny
- Installs bundler 2.3.23 as a default gem.
